Old Fashioned Country Casserol

This is not a part of GRE but I'm putting the recipe here because I keep misplacing it.
Crust:
1/2 8oz can tomato sauce
1/2 cup bread crumbs
1 pound ground beef (I substitute ground turkey)
1/4 cup chopped onion (if using ground turkey I substitute this with one packet Lipton Beefy Onion soup mix)
1/4 cup green pepper (optional)
1 1/2 tsp salt
1/8 tsp oregano
1/8 tsp black pepper
Filling:
1 1/3 cups quick cooking rice
1 1/3 cups water
1 1/2 8oz cans tomato sauce
1/2 tsp salt
1 cup grated cheddar cheese (or more to taste)
Parsley
Crust: combine all ingredients and mix well. Pat meat mixture nto bottom and sides of a 7x11 inch baking pan (I use a deep dish pie pan, mom sometimes did spring form pan), set aside
Filling: cook rice according to package directions, combine cooked rice, tomato sauce, salt and 1/4 cup cheese. Spoon mixture into meat shell and sprinkle top with remaining cheese.
(if you extend the cooking time by 10 minutes, you can leave the rice uncooked and combine it and the water with the rest of the ingredients and put uncooked rice mixture in the crust and cook that way)
Bake at 350ºF 25-30 minutes. Garnish with parsley. Serves 6
I also use the crust mixture as my meatloaf recipe.
IF you ever want to bribe the dicea... this works really well.
