The bias against non-fighter marshals tends to be an interkingdom anthropolgy thing. We see a bit of it here in the West, but we have a lot of marshals who don't fight. (It used to be more prevalent) I think part of it is when the fighters actually take time to realize that most of the non-fighter marshals do know what they are doing (you do get a goob now and then ...but you get a goob fighting marshal now and then too) It also helps that the fighters realize that without the non-fighter marshals...some of them might have to sit out the tourney to marshal.
