This was in Massachusetts, where there are huge numbers of well-qualified women.

He didn't ask. A couple of women's political groups presented him with a list of qualified women and said "hire some of these". He did -- but only for positions that he wasn't interested in. So they were stuck in the governmental equivalent of dead-end jobs and had no real effect on his administration.

His term as governor of MA was horrible. He did nothing for the economy, increased the state debt, and IIRC cut services. He did keep his campaign promise not to raise taxes -- by massively raising the fees on everything government does, from the drivers licences and vehicle registration, to court costs and filing fees, business and professional licences etc.

I don't think the debates change anyone's mind, but they draw out the cheerleaders and acolytes from both sides to crow and carp for their own side.
