I had first seen something on Pintrest that sounded interesting. But the link was no good. Which meant searching.
I eventually found a "recipe" that matched.
From: http://www.ziplist.com/recipes/773756-Cucumbers_w_lemon_juice_olive_oil_salt_pepper_chili_powder

Ingredients
Baby cucumber
Lemon juice
Olive oil
Salt and pepper
Chile powder
Instructions
Chop a baby cucumber and add lemon juice, olive oil, salt and pepper and chile powder on top
I went looking and found some site that had the following measurements for the dressing (of course I can't find the link now)
2 tbsp. vegetable oil
1 - 2 tbsp. lemon juice
1 tsp. chili powder
Thoughts
It was OK. I don't know if the "eh" was because I was using an out-of-season cucumber (not a baby one either) or that I ate it almost immediately. I got the smell of the chili powder but no real flavor of it.
I ended up with way too much liquid in the bowl. I think that, should I try this again, I will cut the slices thicker by hand rather than the ancient mandolin I used and let it all sit for a while, perhaps overnight.
