Training observation

Grimm has sit and down grasped. Only issue - he only wants to do so on soft surfaces - carpet, blanket, the cat.
When I noticed that I started to try to move our practices to either the kitchen or hallway linoleum.
At first he will actively seek out a bit of carpet to sit or down on. Once he sat on the cat.
But he is VERY VERY reluctantly sitting on the linoleum and I did get him to down once.
I tried to do heel work in the house but he refuses to budge, even with food incentive, when he's on the leash in the house.
