Protocol question

My question is... do you do the same for City Mayors? I have heard them referred to as The Honorable Jane Doe but for correspondence do you do it as well?
(Boss wants to send holiday cards to the mayors of the cities that our TV network is in and I want to make sure I don't do a political blunder by addressing the envelopes wrong)
